Presidential Election Issues Access Act - Amends the Communications Act of 1934 to direct the Chairman of the Federal Communications Commission to issue rules requiring each radio and television licensee to make six and one half hours of free broadcast time available to the Democratic and Republican presidential candidates during the eight-week period preceding the election. Describes how and when the broadcast stations shall make the time available.
