Directs the Bureau of Labor Statistics of the Department of Labor to conduct a study examining the spending on goods and services of persons receiving Social Security benefits and the inflation rate with respect to those goods. Requires the Social Security Administration to provide assistance in the study.
Requires a report to the Congress by 1992 which includes a cost estimate on implementing a new consumer price index that would more accurately reflect inflation with respect to consumer spending by social security beneficiaries.
Authorizes appropriations.
