Amends the Nuclear Waste Policy Act of 1982 to establish the Office of the Nuclear Waste Negotiator as an independent establishment in the executive branch. (Currently such office is part of the Executive Office of the President.)
Extends from June 1, 1989, to November 1, 1989, the deadline by which the Monitored Retrievable Storage Commission must report to the Congress regarding the need for a monitored retrievable storage facility as part of a national nuclear waste management system.
