A bill to amend title 18, United States Code to prohibit any person who is being compensated for lobbying the Federal government from being paid on a contingency fee basis.

Amends the Federal criminal code to prohibit any person from lobbying a Federal agency, commission, or court on behalf of anyone other than the United States if compensation for such lobbying is contingent on: (1) passage or defeat of legislation; or (2) securing a Federal grant or contract or other Federal financial assistance. Excepts lobbying to collect a debt or claim owed by the Government.
