A bill to require certain individuals who perform abortions to obtain informed consent.
Informed Consent Act - Prohibits any employee of a health facility owned or operated by the Department of Defense from performing an abortion on a pregnant woman without first obtaining her informed consent, in writing. Excepts medical emergencies from such prohibition.
Requires the Secretary of Defense to monitor compliance with this Act and to prepare and make available to the public specified informational materials, to be reviewed and updated annually.
Creates a cause of action in U.S. district court for any individual aggrieved by any failure of compliance with the informed consent mandate.
