Increases the authorization of appropriations for the Indian Claims Commission Expert Witness Loan Fund. Permits the use of such Fund to provide assistance for the trial of claims pending before the United States Claims Court.
Creates an Office of Indian Self-Determination within the Department of the Interior's Bureau of Indian Affairs and within the Department of Health and Human Services' Indian Health Service.
Directs the Secretary of the Interior to enroll specified individuals as natives under the Alaska Native Claims Settlement Act.
