Authorizes and directs the Secretary of the Treasury to pay a specified sum to a named individual in full satisfaction of all claims of such individual against the United States for damages resulting from any negligence of federally employed officials in the administration and application of the Organized Crime Control Act of 1970 and the incarceration of a convicted felon.
