Amends the Trade Act of 1974 to authorize appropriations for FY 1989 for the Office of the United States Trade Representative.
Amends the Tariff Act of 1930 to authorize appropriations for FY 1989 for the United States International Trade Commission.
Amends the Customs Procedural Reform and Simplification Act of 1978 to authorize appropriations for FY 1989 for the United States Customs Service for: (1) salaries and expenses incurred in its noncommercial operations; (2) the Customs User Fee Account for salaries and expenses incurred in its commercial operations; and (3) the operation (including salaries and expenses) and maintenance of its air interdiction program.
Authorizes appropriations to the Secretary of the Treasury for FY 1989 for the Customs Cooperation Council. Increases the number of employees at the Service.
Amends the Tariff Act of 1930 to set forth procedures for reconciliation of inconsistent decisions made by customs officers with respect to merchandise.
