Local Rail Service Assistance Reauthorization Act of 1988 - Amends the Department of Transportation Act to authorize appropriations for FY 1989 through 1991 for rail freight assistance programs.
Extends for three years to 1991 the period during which the Congress may appropriate funds for such program.
Reduces from 70 percent to 60 percent the Federal share of rail service assistance program costs.
