Amends Federal-aid highway law to direct the Secretary of Transportation to withhold five percent of a State's apportionment if it does not have an expedited driver's license suspension or revocation system in place for drivers who: (1) have committed an alcohol-related traffic offense; or (2) have operated a motor vehicle while under the influence of alcohol. Outlines the system's administrative parameters.
Sets forth conditions under which the withheld funds will remain available to the affected State.
