A bill to amend the Food Security Act of 1985 to encourage the entry of windbreaks and shelterbelts into the Conservation Reserve Program, and for other purposes.

Amends the Food Security Act of 1985 to authorize the Secretary of Agriculture to coordinate with State and local entities to create incentives, including cost-sharing, for shelterbelts and windbreaks in the conservation reserve program.
