Amends the Rail Passenger Service Act to authorize appropriations for FY 1989 through 1991 for the National Railroad Passenger Corporation (Amtrak).

Exempts the Corporation from Freedom of Information Act requirements to grant requests for records which are: (1) intended for commercial use; or (2) intended for litigation or legal proceedings.
