Food and Drug Administration Act of 1987 - Establishes the Food and Drug Administration within the Department of Health and Human Services as a matter of law. States that the Commissioner of Food and Drugs shall be appointed by the President with the advice and consent of the Senate and shall report to the Secretary of Health and Human Services as specified.
