Amends the Energy Policy and Conservation Act to extend the standby energy authorities from June 30, 1988, to June 30, 1990.
Directs the Secretary of Energy to: (1) conduct a study, in consultation with the Secretary of State and the Secretary of Commerce, regarding energy policy cooperation between the United States and other Western hemisphere countries; (2) report the study results to certain congressional committees; (3) propose a comprehensive international energy policy designed to enhance such cooperation; and (4) recommend actions to implement such policy.
