Reclamation Groundwater Management and Technical Assistance Study Act of 1988 - Authorizes appropriations for FY 1989 and following fiscal years for the Secretary of the Interior, through the Bureau of Reclamation, to prepare a Reclamation Groundwater Management and Technical Assistance Study for the Congress. Requires the Secretary to consult with the affected States in the preparation of the Study.
