A bill to amend title 23, United States Code, to reduce Federal highway funds to states that do not enforce the 65 mile per hour speed limit.

Amends Federal speed limit law to require that States with speed limits exceeding 55 miles an hour must meet the compliance requirement (that at least 50 percent of the motorists on such highways are complying with the posted speed limit) in order to retain their apportionment of Federal-aid highway funds.
