Directs the President to coordinate groundwater related activities conducted by Federal agencies and to disseminate information concerning such activities. Directs the President to establish an Interagency Committee on Groundwater Protection to coordinate research and development, demonstration, technology transfer, training, and information dissemination activities related to groundwater activities conducted by Federal agencies, including establishing priorities. Requires the Committee to report annually to the Congress and to hold at least two public meetings each year. Directs the President to establish the Advisory Committee on Groundwater Management and Protection to ensure that the programs carried out by the member agencies of the Interagency Committee on Groundwater Protection meet the needs of State and local governments and the public. Authorizes appropriations for FY 1988 through FY 1992.
