Amends the Wild and Scenic Rivers Act to designate a segment of the Columbia River in Washington State for study for inclusion in the National Wild and Scenic Rivers System. Requires that such study be completed within three years of enactment of this Act. Authorizes appropriations.
Extends the prohibition against the licensing of water resources projects on such segment for eight years.
