A bill to assure the right of passengers in air commerce to have access to certain courtesy vehicles operated at airports.

Amends the Federal Aviation Act of 1958 to: (1) grant air passengers the right of access to courtesy vehicles provided by off-airport operators; and (2) grant such off-airport operators the right of access over airport roadways to public passenger pickup and discharge areas.

Authorizes an airport owner or operator to charge reasonable, nondiscriminatory fees to such off-airport operators.
