A bill to protect the environment and public health by reducing the levels of agricultural nitrogen in ground water and surface water.
Agriculture Nitrogen Management Act of 1987 - Directs the Secretary of Agriculture and the Administrator of the Environmental Protection Agency to establish an Agricultural Nitrogen Best Management Practices Task Force to: (1) develop agricultural best management practices to minimize nitrogen losses from all potential uses of agricultural nitrogen; (2) develop and disseminate to American farmers educational and training materials with respect to such practices; and (3) report to the Congress in one year on the progress of its efforts.
Authorizes appropriations.
Amends the Federal Water Pollution Control Act (Clean Water Act) to require that any State assessment report or management report be developed in consultation with the task force. Directs the Administrator to consult with the task force in preparing annual reports and final reports to the Congress.
