A bill to amend the Agricultural Act of 1949 to require the Secretary of Agriculture to make advance deficiency payment for the 1988 through 1990 crop years for certain crops.

Amends the Agricultural Act of 1949, effective for the 1988 through 1990 crops of wheat, feed grains, rice, and upland cotton, to direct the Secretary of Agriculture to make advance deficiency payments if an acreage limitation or set-aside program is in effect and deficiency payments will likely be made.

Sets forth crop payment rates.
