A bill to require the Secretary of Housing and Urban Development to develop regulations that would provide transitional relief from the application of the rent formula under the United States Housing Act of 1937.

Directs the Secretary of Housing and Urban Development to: (1) develop a regulation to provide a phased-in rental increase for public housing tenants whose incomes increase substantially as a result of job training program participation; (2) consider past training program experience in developing such regulations; and (3) make a cost estimate of such regulation, including the impact of rent increases on tenants' job training participation and occupancy decisions.
