A bill to provide consistency in the treatment of quality control review procedures and standards in the Aid to Families with Dependent Children, Medicaid and Food Stamp programs; to impose a temporary moratorium for the collection of penalties under such programs, and for other purposes.
Quality Control Amendments of 1987 - Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend the moratorium on the reduction of payments to States for high erroneous payment rates under part A (Aid to Families with Dependent Children) of title IV of the Social Security Act through FY 1988. (Currently, such moratorium is set to expire at the close of June 1988.) Includes payments to States under title XIX (Medicaid) of the Act within such moratorium.
Amends the Food Security Act of 1985 to place a moratorium on penalties for high erroneous payment rates under the Food Stamp program through FY 1988.
