Amends the Hazardous Materials Transportation Act to direct the Secretary of Transportation to issue regulations mandating that rail transportation of radioactive waste and spent nuclear fuel take place on trains operated exclusively for such purpose (including shipments of such materials made under the auspices of the Department of Energy or the Department of Defense).
