Authorizes the Secretary to direct planning and construction of a municipal, rural, and industrial water treatment and distribution system for the Oglala Sioux Tribe to meet the economic, public health, and environmental needs of the Pine Ridge Indian Reservation. Refers to such system as the Oglala Sioux Rural Water System.
Authorizes appropriations.
