Authorizes the Secretary of the Army, acting through the Chief of Engineers, to use land within the boundaries of the Cape Hatteras National Seashore and the Pea Island National Wildlife Refuge in connection with the navigation project for Manteo (Shallowbag) Bay, North Carolina. Directs the Secretary, to the extent practicable, to carry out such project in such a way as to: (1) maintain the essential integrity of the Seashore and Refuge; and (2) insure that adverse impacts are mitigated.
