Declares that the use of U.S. armed forces to escort, protect, or defend certain reregistered vessels in the Persian Gulf requires compliance with certain reporting requirements enumerated under the War Powers Resolution.
Provides that, in the event that such report is not transmitted to the Congress, the provisions of the War Powers Resolution shall nevertheless apply beginning 48 hours after the introduction of such forces.
