A bill to authorize the Secretary of Commerce to establish the Science and Technology Advisory Committee, to provide assistance in connection with long-term basic scientific research and student assistance in math, science, computer science, and engineering, and for other purposes.
Basic Scientific Research and Student Assistance Act - Establishes the Science and Technology Advisory Committee to advise the National Science Foundation (NSF) in awarding grants to students and institutions for study and research in science, engineering, math, and computer sciences, including support for domestic research to develop projects for domestic manufacture. Requires that the Federal Government receive a share of any patents resulting from such research.
Establishes in the Treasury the Long-Term Basic Scientific Research and Student Trust Fund to provide funding for this Act from the sale of Federal patent rights acquired under this Act. Authorizes the NSF to accept charitable contributions to carry out this Act.
