Amends a specified Federal law relating to the use of surplus Government vessels for health and humanitarian services to identify those ships, currently in the National Defense Reserve Fleet and with the Maritime Administration, which are to be used for such purposes.
Authorizes appropriations to refit such vessels for such purposes, under certain conditions.
