Foreign Agricultural Service Improvements Act of 1987 - Sets at 850 the minimum full-time personnel levels for the Foreign Agricultural Service for FY 1987 through 1989.
Authorizes the Secretary of Agriculture to enter into contracts abroad for services to maintain or enhance U.S. export markets.
