Directs the Secretary of Agriculture to assess fees (and late penalties and accrued interest) upon users of the grading programs pursuant to the following Acts: (1) the Agricultural Marketing Act of 1946; (2) the United States Cotton Standards Act; (3) the Tobacco Inspection Act; (4) the Naval Stores Act; and (5) certain Federal law relating to wool.
States that such amounts shall be credited to the account that incurs the cost, without fiscal year limitations.
Authorizes the Attorney General to bring an action in any appropriate U.S. court to recover unpaid charges.
Authorizes appropriations.
