Amends the National Parks and Recreation Act of 1978 to direct the Secretary of the Interior, within nine months after enactment of this Act, to study and recommend initiatives to provide an educational and interpretive program for the Pinelands National Reserve, New Jersey, through the improvement of existing facilities and programs in the Reserve.
Directs the Secretary to study New Jersey's Pinelands Development Credit Bank, Pinelands Development Credit System, and Pinelands Municipal Council and submit to the Congress, within nine months after enactment of this Act, recommendations for improvements in the operation of such programs and council.
Provides Federal funds for 50 percent of the cost for land acquisitions under this Act.
Authorizes appropriations.
