A bill to require implementation of a marketing loan program for agricultural commodities if negotiations fail to produce an international agreement on agricultural trade.

Directs the Secretary of Agriculture to establish agricultural commodity marketing loan programs within two years if the Congress does not approve certain trade agreements (or if such agreements are not reached).

States that such marketing loan program shall remain in effect until explicitly terminated by the Congress.
