Prohibits the percentage of aliens employed by any U.S. diplomatic mission and consular post in a Warsaw Pact country from exceeding the percentage of American nationals employed by the diplomatic mission and consular posts of such country in the United States.
Permits exceptions to such prohibition if the Secretary of State determines and certifies that the admission of additional foreign nationals in any U.S. diplomatic or consular post is essential to its operation.
