Directs the President to negotiate trade agreements with each country from which at least 50,000 automobiles are imported into the United States per year that: (1) will eliminate unfair, restrictive, and discriminatory practices in the marine transportation of such imports; and (2) establish procedures under which a fair and reasonable portion of all such imports are transported to the United States by U.S. owned and operated vessels.
Requires the President to report to the Congress semiannually on such negotiations.
