Expresses the sense of the House of Representatives that the Soviet leaders should: (1) permit the emigration of Jews and others who wish to emigrate from the Soviet Union; (2) remove restrictions on the practice of religion, the observation of cultural traditions, and the pursuit of scientific and intellectual endeavors; and (3) stop the harassment of individuals who wish to emigrate, practice their religion, observe their cultural traditions, or engage in intellectual pursuits.
