A resolution amending rule XLVII of the Rules of the House of Representatives to reduce the amount of outside earned income permitted to Members, to the extent that the salaries of Members are increased, so that the total of salary and earned income of a Member may not exceed the limit that was in effect in calendar year 1986.

Amends rule XLVII of the Rules of the House of Representatives to prohibit a Representative, after December 31, 1986, from having outside earned income in any calendar year which, when added to the Representative's aggregate salary for such calendar year, is in excess of the total of salary and outside earned income permitted for Representatives during calendar year 1986.
