A resolution providing for a study by the Committee on Government Operations to review the affirmative action employment practices with regard to business operations within the United States of foreign companies and firms.

Directs the House Committee on Government Operations to review the affirmative action employment practices with regard to business operations within the United States of any foreign company or firm that is organized in or the headquarters of which are located in: (1) any country that receives economic or military aid in the form of financial assistance from the Federal Government; (2) any country that is a member of the North Atlantic Treaty Organization; or (3) Japan.

Requires a report to the Congress by the end of the first session of the 101st Congress.
