Supports the continuation of settled natonal policy that unequivocal violations of the Anti-Ballistic Missile Treaty by the Soviet Union, such as the radar at Krasnoyarsk, must be corrected before the conclusion of any future agreement on strategic arms. Urges the President to work with the Congress to develop appropriate response options to such violations.
