Calls upon President Zia of Pakistan, consistent with his pledge of May 29, 1988, to hold free and fair party-based elections no later than November 16, 1988. Urges the utilization of an independent electoral commission to supervise such elections.
Declares that the United States, in determining future levels of assistance, should consider whether Pakistan has held such elections and continued its progress toward a full-fledged democracy.
