A resolution to amend the Rules of the House of Representatives to provide for the numbering of amendments, and for other purposes.

Amends rule XIX of the Rules of the House of Representatives to provide for the numbering of amendments. Requires an amendment to be submitted on or after the day that the bill or resolution it would amend has been reported by a committee and before the day on which the amendment will be considered. Requires the printing of such amendments in a separate section of the Record.
