Declares that: (1) the United States should exercise its authority under the Governing International Fishery Agreements with nations fishing in certain areas of the Bering Sea and North Pacific Ocean (the donut hole area) to use on each fishing vessel position-fixing and identification equipment; and (2) the Secretary of Commerce should report to the Congress within 60 days of passage on progress toward achieving the objective of this resolution and the cooperation of the foreign nations.
