A resolution to amend the Rules of the House of Representatives to abolish the Committee on the Budget, and for other purposes.

Amends rule X of the Rules of the House of Representatives to abolish the Committee on the Budget.

Repeals the authority of the Committee on Rules over emergency waivers (under the Congressional Budget Act of 1974) of the required reporting date for bills and resolutions authorizing new budget authority.

Places under the jurisdiction of the Committee on Government Operations the conduct by the Congressional Budget Office of its duties and functions.

Amends rule XXII to repeal the clause regarding House procedure at the conclusion of debate on any concurrent resolution on the budget.

Repeals rule XLIX, which provides for establishing the statutory limit on the public debt.
