A resolution to amend the rules of the House of Representatives to require that the report on any measure reported from a committee shall include, in the case of a recorded vote, the names of those members voting for and against ordering the measure reported to the House, including a designation of those voting by proxy; and, in the case of a measure ordered reported by a nonrecord vote, the report shall include the names of those members actually present at the time the measure is ordered reported.

Amends rule XI of the Rules of the House of Representatives, with respect to each rollcall vote on a motion to report any bill or resolution of a public character, to require the inclusion in the committee report of the names of those Members voting for, and those Members voting against, reporting the bill or resolution (including a designation of those Members voting by proxy).

Requires, with respect to each nonrecord vote on a motion to report any bill or resolution, the names of those Members of the committee actually present at the time the bill or resolution is ordered reported.
