A resolution returning to the Senate the bill S. 829.

Expresses the opinion of the House of Representatives that a certain Senate bill (S. 829) which authorizes appropriations for the United States International Trade Commission, the United States Customs Service, and the Office of the United States Trade Representative for FY 1988 contravenes the U.S. Constitution and is an infringement of the privileges of the House. Returns such bill to the Senate.
