Expresses the sense of the House of Representatives that the President should: (1) desist from congratulating the Government of the Soviet Union, the Communist Party of the Soviet Union, or the people of the Soviet Union on the anniversary of the seizure of power by Communists on November 7, 1917; and (2) annually issue a proclamation of condolence on November 7 expressing the sympathy and solidarity of the people of the United States with the peoples of the Soviet Union and the hope that such peoples will soon recover their freedom and national integrity.
