Expresses the sense of the House of Representatives that the President should: (1) condemn France, Italy, Israel, West Germany, the United Kingdom, the Netherlands, and Switzerland for their continued violations of United Nations Resolution 418 (calling for an arms embargo against South Africa); (2) call upon such nations to halt any further sale of weapons or military-related equipment or transfer of military technology to South Africa; (3) commend any actions taken thus far by these governments to sever economic and military ties with South Africa; and (4) urge these nations to place pressure on the Government of South Africa to dismantle the system of apartheid.
