Authorizes Federal agencies to reimburse employees for the expenses of: (1) selling a residence (or settling an unexpired lease) at a post of duty in the United States upon being transferred to a post outside the United States; and (2) purchasing a residence at a post within the United States after being transferred from a post outside the United States. Prohibits such reimbursement if the sale or purchase (or unexpired lease settlement) occurs before employees are notified that they will not be returning to the same post within the United States.
