Amends the Federal Railroad Safety Act of 1970 to direct the Secretary of Transportation to issue regulations requiring that all trains operating after December 31, 1987, on the main line of the Northeast Corridor between Washington, D.C., and Boston, Massachusetts, or on a specified feeder line, be equipped with automatic train stopping systems.
Permits the Secretary, under certain conditions, to extend to October 1, 1988, the deadline for compliance with such requirement.
