Amends the Federal Salary Act of 1967 to provide that the recommendations of the President relating to congressional salaries shall be of an advisory nature.
Amends the Legislative Reorganization Act of 1946 to require the rate of pay for Members of Congress to be that which is payable for such positions on December 31, 1986.
Makes it out of order in the House of Representatives or the Senate to consider any bill or resolution which adjusts the pay of Members unless it deals only with the matter of such adjustment. Requires a recorded vote on such legislation.
Prohibits the pay of certain congressional employees and officers from exceeding the rate payable for Members of Congress.
